The directions on the back
"The directions on the back of the package say to drop the capsules every 10 to 20 feet and to make sure the area is surrounded. On the front of the package, it says "water activated". Nowhere, does it tell how to activate the capsule. It has not rained here in two weeks. I have no idea if the capsules will work. Deer were in my yard the night after I spread three packages throughout my yard. There does not seem to be any odor at all to the capsules. How do they get "water activated"????"
